Explanation
Deliverance from the enemy, likely Assyria when Sennacherib threatened Jerusalem. 2ki1935.
 1 ¶ <<To the chief Musician, Altaschith, A Psalm or Song of Asaph.>> Unto thee, O God, do we give thanks, unto thee do we give thanks: for that thy name is near thy wondrous works declare. 
 2 When I shall receive the congregation I will judge uprightly. 
 3 The earth and all the inhabitants thereof are dissolved: I bear up the pillars of it. Selah.
  2 - Congregation Hebrew mo-ed or "set-time" and hence those who meet. The tabernacle was called "the tabernacle of the congregation." The people assembled there to hear the Lord ex2942. That sanctuary was cleansed on the day of atonement le1616, da0814.
  2 - Judge [the congregation] uprightly The work of the day of atonement le2329. Seeing a work of judgment here is consistent with the context. See v7.
  3 - Earth and ... inhabitants ... dissolved This happens at the end of the thousand years when those found wicked in the judgment will be destroyed 2pe0310, re2009b, re2101.
 4 I said unto the fools, Deal not foolishly: and to the wicked, Lift not up the horn:
 5 Lift not up your horn on high: speak not with a stiff neck.
  Lift not up the horn An animal puts his head down to "lift up" his horns when he wants to enforce his will. Compare da0809.
.6 ¶ For promotion cometh neither from the east, nor from the west, nor from the south. 
 7 But God is the judge: he putteth down one, and setteth up another.
.8 For in the hand of the LORD there is a cup, and the wine is red; it is full of mixture; and he poureth out of the same: but the dregs thereof, all the wicked of the earth shall wring them out, and drink them.
  6 - Promotion Literally, "lifting up." 
  6 - Promotion cometh Notice that God is from the north. This is where Satan seeks to establish his kingdom of violence and darkness is1413. See the note linked from da1105.
  8 - Cup ... wine ps06003.
  8 - Full of mixture Or "fully mixed [with spices]" pr2330, is0522. The fully mixed wine here and the wine unmixed [undiluted] in re1409c both represent the punishment of the wicked.
 9 But I will declare for ever; I will sing praises to the God of Jacob.
 10 All the horns of the wicked also will I cut off; but the horns of the righteous shall be exalted.
