Explanation
A joyful psalm of praise to Yahweh
 1 ¶ Rejoice in the LORD, O ye righteous: for praise is comely for the upright.
.2 Praise the LORD with harp: sing unto him with the psaltery and an instrument of ten strings.
 3 Sing unto him a new song; play skilfully with a loud noise.
  Rejoice Hebrew ranan, to give a shout of joy. See it in ps03211, le0924, 1ch1633, ps05114, is2619 (as "sing")
  Comely Means "fitting" or "deserved."
  Harp Should read "lyre" a hand held stringed instrument here and elsewhere where the KJV uses "harp." The harp was a larger instrument more like our harps today.
  Psaltery Strings of varied length stretched over a sound box.

 4 For the word of the LORD is right; and all his works are done in truth.
 5 He loveth righteousness and judgment: the earth is full of the goodness of the LORD.
  Truth A concept seen here as bigger than avoiding false witness.
.6 By the word of the LORD were the heavens made; and all the host of them by the breath of his mouth.
.7 He gathereth the waters of the sea together as an heap: he layeth up the depth in storehouses.
  By the word The thought is completed in v9. This is beyond our understanding. See jn0101, ps14805.

 8 Let all the earth fear the LORD: let all the inhabitants of the world stand in awe of him.
 9 For he spake, and it was done; he commanded, and it stood fast.
  And it was done Or "and it became." The word "done" is supplied by translators. "He" is in the emphatic form.
.10 The LORD bringeth the counsel of the heathen to nought: he maketh the devices of the people of none effect. 
.11 The counsel of the LORD standeth for ever, the thoughts of his heart to all generations.
  Notice the A,B, A,B comparison between the wicked and the Lord.
 12 ¶ Blessed is the nation whose God is the LORD; and the people whom he hath chosen for his own inheritance.
.13 The LORD looketh from heaven; he beholdeth all the sons of men.
 14 From the place of his habitation he looketh upon all the inhabitants of the earth.
  Blessed is the nation The spiritual leaders in the time of Jesus would have seen this promise. Their problem was in trying to legislate how individuals lived by making laws that regulated the religious life. mt2304, mt1509. This is not to say we should ignore the increasing evil and corruption in the world governments but trying to force religion is predicted for the end times. Indeed, we see it already. re1315.
 15 He fashioneth their hearts alike; he considereth all their works.
 16 There is no king saved by the multitude of an host: a mighty man is not delivered by much strength.
 17 An horse is a vain thing for safety: neither shall he deliver any by his great strength.
  15 - Alike From yachad. The whole number. This means that God fashions the hearts of all men, not that the hearts are fashioned in the same manner. The word for "fashon," yasar. is used to describe the creation of man and beast ge0207,8, ge0219. It is used also of the prenatal development of man ge0105, is4402. So the psalmist may refer to the creation of the human mind. Or he may have meant the subsequent influencing, and moulding of human thought. (From SDA BC p.710) 
 18 Behold, the eye of the LORD is upon them that fear him, upon them that hope in his mercy;
 19 To deliver their soul from death, and to keep them alive in famine.
  Eye of the Lord He will protect us. See ps03208.
 20 Our soul waiteth for the LORD: he is our help and our shield.
.21 For our heart shall rejoice in him, because we have trusted in his holy name.
 22 Let thy mercy, O LORD, be upon us, according as we hope in thee.
